As I'm sure you're aware, the Greeks have a phrase which aptly describes a somewhat similar situation: "Nothing so permanent as the temporary", mainly used in cases where pressures of time force us to implement something NOW (usually put together in a slapdash manner) but which is conveniently left as is until the situation gets unbearable. Milton 'Reaganomics" Friedman (of "Shock Therapy" fame) usurped this Hellenic aphorism to describe temporary government programs: "Nothing is so permanent as a temporary government program." Sic transit gloria mundi.
